Career and Technical Education with Administrator Certificate, Master of Education (M.ED)

The Master of Education in Career & Technical Education with Administrator Certificate program provides the opportunity to earn an Initial CTE Administrator certificate along with a master’s degree. 
 
  • This program leads to CTE Administrator Certificate in the State of Washington.
  • Must have 3 years’ experience as a certified CTE teacher, CTE administrator, CTE counselor, or CTE occupational information specialist, or CTE career guidance specialist for admission into program. 
  • This program does not lead to a Principal Certification.

Candidates complete seven prerequisite courses addressing all aspects of CTE leadership and a 200–hour internship. All courses must be completed prior to the internship. The internship begins each fall and runs for the entire school year. 

Admission Requirements
  1. Three years of experience as a certified CTE teacher, CTE administrator, CTE counselor, or CTE occupational information specialist, or CTE career guidance specialist or hold a Residency, Continuing or Professional Administrator Certificate.
  2. Have earned a grade point average of ≥3.0 on a 4-point scale during the final 90 quarter credits (or 60 semester credits) of enrolled coursework.

Students who earn an M.Ed. in Career and Technical Education with Administrator Certificate from EWU should be able to:
  • Demonstrate Competency‑Based Leadership Knowledge and Skills - Graduates will demonstrate the competency‑based knowledge and skills necessary to serve effectively in leadership positions within P–12 CTE settings, in alignment with Washington State standards and National Educational Leadership Preparation (NELP) expectations;
  • Lead and Support All Facets of CTE Programming - Graduates will apply administrative skills to design, support, evaluate, and improve all facets of CTE programming within a school, district, or skills center, reflecting Washington’s CTE program standards;
  • Apply Current Theory, Research, and Best Practices in Educational Leadership - Graduates will demonstrate an understanding of current theory, research, and leadership strategies needed to effectively guide CTE programs within P–12 educational environments;
  • Navigate Educational, Social, Political, and Economic Contexts of CTE Leadership - Graduates will analyze and respond to the broader environmental factors—policy, funding, workforce needs, community dynamics, and issues of equity —that shape CTE programming and leadership decision-making;
  • Demonstrate Effective Supervisory and Instructional Leadership in CTE Settings - Graduates will implement supervisory and instructional leadership strategies—including staff development, instructional improvement, and performance evaluation—tailored to Career and Technical Education settings;
  • Build and Sustain Collaborative Community, Industry, and Educational Partnerships - Graduates will develop strong partnerships with employers, advisory committees, community organizations, and P–12 stakeholders, as required by Washington CTE program standards;
  • Apply Effective Management Practices in CTE Finance, Resources, and Operations - Graduates will apply administrative knowledge related to budgeting, finance, resource allocation, facilities, equipment, and operational procedures necessary for CTE program leadership;
  • Demonstrate Competence in Equity, Diversity, and Cultural Responsiveness - Graduates will exhibit culturally responsive leadership practices, using inclusive communication and decision-making that meet the diverse needs of students, staff, and communities;
  • Meet Washington State Requirements for CTE Administrator Certification - Graduates will complete the required internship, demonstrate competency in state role standards, and fulfill preparation expectations for the Initial CTE Administrator Certificate as established by WAC 181‑77‑071.
